Kabando Asks Kaimenyi To Solve Secondary School Fees Dilemma

Mukurweini MP Kabando wa Kabando has asked Education CS Jacob Kaimenyi for clarity on fees for public secondary schools.

Kabando accused Kaimenyi of failing to control schools that have increased the fees.

"We are seeing helplessness from the Executive in the face of blatant disregard for the school fees taskforce," he said.

"We do not need Kaimenyi making noise at Jogoo House. We need action."

Kabondo was addressing a press conference at Parliament on Tuesday.

"How do you tell schools to stay on the 2013 fee structure when the report talks about making education free and compulsory in 2015?" he posed.

The report in question, of a committee formed by Kaimenyi, put a ceiling of Sh60,000 on secondary school levies.

It was presented to President Uhuru Kenyatta in October 2014.

Some fee structures seen by The Star however indicated charges of between Sh80,000 and Sh150,000 a year for every student.

The charges, mostly by national and provincial schools, do not include costs of books and uniforms.

Kaimenyi barred schools from increasing fees beyond their 2013 charges in April last year, following public outcry.

He warned headteachers who would defy the directive of disciplinary action.

The Kenya Secondary School Heads Association however said that parents participate in the setting of levies during annual general meetings.

National chairman John Awiti said that some schools charge slightly more because of the shortage of teachers and a broad curriculum.
